Union Community Action (UCAA) located at 100 East Bayou St., STE 107, Farmerville, LA, ) will be accepting phone calls from individuals of Morehouse Parish that are income eligible to schedule appointments for the Low Income Home Energy Assistance Program (LIHEAP) April 28, 2025 beginning at 8:00am until all available appointments are scheduled. There are no guarantees that everyone will get an appointment on that day. Other appointments will be made each month as long as funding remains. These appointments are for those individuals that meet the income guidelines below and have not had the 2025 Cooling Allocation.

Union Community Action Association, Inc. administers LIHEAP (Low Income Home Energy Assistance Program) assistance (electric, gas or propane) for Morehouse and Union Parishes and administers funding for CSBG (Community Services Block Grant) and EF&S (Emergency Food & Shelter Program) for Union Parish. 

Union Community Action Association, Inc. (Union CAA) is a private, non-profit agency and community-based organization that is a Federally, State and locally funded agency which seeks funding to provide services to the population based on eligibility requirements of the funding source. Union CAA is governed by a Board of Directors composed of (15) members.

Our Mission

Our mission is to provide assistance/services/referrals to low-income individuals and other underprivileged population groups, by partnering with other human service providers and education providers, to provide services and referrals and to give promise of progress toward elimination of poverty or the cause/causes of poverty, as well as alleviating negative circumstances imposed on families, through bettering the conditions under which people live.

Funding for 2025

LIHEAP is a federally funded program that helps households with their home energy expenses. The LIHEAP program may provide heating/cooling bill payment assistance, crisis  bill payment assistance, and/or heating/cooling equipment repair/replacement assistance.

Program Overview
Household income determines the minimum requirements for energy assistance. Availability to LIHEAP is not guaranteed. There may be other eligibility requirements.

Applicants must be responsible for the household energy bill.
Applicant must have an active heating/cooling utility account
Applicant may only receive one LIHEAP benefit each season.
Heating:  November 15 – March 15
Cooling:   April 1 – September 30
Crisis: October 1 – September 30

Information needed to apply
Current Utility Bills, (Electric, Gas or Propane) for Heating and Cooling no older than 30 days
Last four (4) check stubs from the previous 30 days for all household employment (additional requirements for self-employment and no-employment will apply)
Proof of unearned income (Social Security, Unemployment Insurance, Retirement, Pension Funds, Disability, Rental Income, Regular Contributions, etc.)
Disconnect or Pending Disconnection notice (if you received a shut-off notice from your energy company) (applicable to Crisis Assistance only)
Proof of present address (rent receipt, lease or deed, etc.) if ID isn't correct.
Government-issued current State Photo ID or Driver's License of the applicant and their Social Security card
Proof of total members living in your household and their Social Security cards (exceptions may apply)
Additional information may be required to determine your eligibility for energy assistance

Requirements for the LIHEAP Heating/Cooling regular benefits are:  Proof of Identity  Social Security Numbers  Income eligibility determination  Citizenship verification  Vulnerability (Responsibility for the household energy account)  Active energy account verification  Utility Allowance Confirmation, if applicable (See Section 4.1.C)  Disability status verification, if applicable (See Section 4.2.A)

Report suspected theft, fraud, waste or abuse through our hotline or to the Louisiana Legislative Auditor.

The LHC Internal Audit Department has a Fraud Hotline for reporting allegations of theft, fraud, waste or abuse of public funds. If you suspect fraud/waste/abuse, you may report such to the Internal Audit Division by leaving a message at 225.763.8860 or by emailing LHC-Fraud@lhc.la.gov

Please provide the following information to our office when filing a report: name and address of the person suspected of fraud, name of the apartment complex in which the suspect resides if applicable, description of alleged fraud, type of housing assistance involved (e.g. Section 8, Emergency Rental Assistance, etc.), and your name/phone number should you want a callback to discuss or in order that we may contact you for follow-up questions.

Your name and contact information as well as the status of the complaint are confidential. However, there may be situations where we have need to provide your contact information to another agency or department involved in the investigation. We will make every effort to contact you beforehand for agreement to do so in these instances.
